The argument doesn't hold water for me because it posits that someone will touch the holder and then, what, not wash their hands after? If that's the case then their fate is their own due to a lack of basic hygiene and has nothing to do with the toilet paper. Of course, people are typically terrible at hand-washing for the proper amount of time. My father was a surgeon so I learned at an early age proper technique so I can hang my toilet paper however I damn well please.
