Can't say I blame you, but really, there are odder things in this world than superpowers.

Most people have some sort of ability, but the scale by which they can use it varies per person. For example, one person might be able to generate fire, but only as much as a matchstick's worth. Another might be able to make an entire firestorm.

Then there are some who don't have any of these abilities, but they're quite rare.

[ He sounded so young and guileless. Nemuri flashed him a confident smile, keeping the hero persona, but honestly it wasn't as "gnarly" as he thought - it was more heartbreaking than anything. However, she wasn't going to disillusion him, because him thinking that heroes vs. villains was "cool" meant that he didn't have to see the reality up close. ]

We occasionally do get giant monsters, yes.
